Extrajudicial executions during "Operation Five Stones" in Jenin

“Operation Five Stones” is a military, so-called "counter-terrorism operation", launched by Israel Defense Forces (IDF), along with other security services (border police, Shin Bet, etc.), in the northern West Bank and targeting a cluster of villages sometimes described as the “five-village” or “pentagon of villages” area — including places like Tamun, Tubas and surrounding localities (Teisen, Aqaba, Al-Fara’a). This Operation was immediatly extend to the Jenin area (Jenin Camp, Jabal al Dheir, Qabatiya)

On November 26:

Israeli forces stormed a local Palestinian bakery and vandalized its food in the town of Qabatiya, south of Jenin.

The Israeli army has continued deploying large numbers of troops across the town, raiding homes, shops, and detaining residents.

Israeli forces shot and killed a 20-year-old Palestinian man on Wednesday in the town of Qabatiya, south of Jenin, according to the Palestinian Ministry of Health. He was killed after being hit by Israelibullets in the abdomen while he was in the café area in Qabatiya

The ministry identified the victim as Osama Kmeil, who succumbed to his injuries after being shot in the abdomen during the Israeli military raid.

Israeli forces had deployed infantry units throughout Qabatiya, positioned sniper teams on rooftops, opened fire in multiple areas, and searched at least one home, according to the Wafa news agency.

Home besieged and two Palestinian men executed at gun point, in Jabal Abu Dheir:

Abdullah & Yusuf Ali Issa Issa, were besieged and executed at gun point after surrendering in Jabal Abu Zahir in the city of Jenin, thne their bodies were abducted and detained by Israeli army. Isreli soldiers were filmed shooting two Palestinians at point-blank range, killing Yusef ’Asa’sah, 39 years old, and al-Muntaser bel-lah ‘Abdallah, 26 years old. The footage shows the two Palestinians, defined by the military as wanted, being brought out of the building by soldiers and surrendering to them. The soldiers then order them to go back inside and sit on the ground – and then execute them, apparently while posing no threat to the forces.Undercover Border Guard counter-terrorism units from the Menashe Brigade are operating in Jenin as part of Operation “Five Stones” in northern West Bank. Air Force combat helicopters are providing air support to the commando forces on the ground.

~1:00 PM – Israeli Unit Infiltration

Israeli special forces infiltrated the Jabal Abu Dhahir neighbourhood in Jenin using vehicles with Palestinian license plates. Forces in uniform, armed and masked, imposed a military cordon on multiple houses; reconnaissance flights and a helicopter were observed. Additional Israeli troops arrived from northern and southern entrances, fully sealing the area and deploying snipers in streets and on rooftops.

Human Shield Incident

Israeli forced a local Palestinian man, absent from home, to act as a human shield after threatening him at work. He was ordered to open doors and windows of evacuated homes while under sniper and drone surveillance; residents, including children, were held in a courtyard and questioned.

Targeting of Zidan Family Warehouse (~1:45 PM)

The IOF targeted the Zidan family’s house and commercial warehouse used for shawarma storage. Military bulldozers, jeeps, and soldiers approached the site, with sporadic gunfire reported in open areas; no active clashes occurred. At ~2:40 PM, journalists arrived and documented a D9 bulldozer opening the warehouse door at ~3:30 PM.

Interaction with Al-Muntasir Abdullah and Youssef Asa'sa

Two unarmed young men exited the warehouse and were immediately attacked by soldiers—kicked and knocked to the ground while unarmed and submissive. Eyewitnesses and press footage confirm no armed resistance or threat from the men.

Killing of the Two Men

The two men entered the warehouse; Israeli soldiers fired at them at close range (~1–2 meters) for several seconds. Soldiers and bulldozers manipulated the warehouse doors, pulling the bodies partly outside. Shots were fired inside the warehouse, leaving bullet marks across walls and contents.

Aftermath (~4:00–6:15 PM)

Soldiers carried the two bodies into a military jeep (“Boz al-Nimr”) and removed them from the scene. IOF remained in the area until ~6:15 PM, raiding additional houses. Heavy bloodstains and bullet marks were observed in the warehouse after the withdrawal. The two men were later identified as Al-Muntasir Billah Mahmoud Qassem Abdulla, 26, and Youssef Ali Youssef Asa'sa, 37 at ~7:30 PM by the Palestinian Ministry of Health.

B’Tselem’s Executive Director, Yuli Novak, states: “The execution documented today is the result of an accelerated process of dehumanization of Palestinians and the complete abandonment of their lives by the Israeli regime. In Israel, there is no mechanism that acts to stop the killing of Palestinians or is capable of prosecuting those responsible. It is therefore the duty of the international community to end Israel’s impunity and hold accountable those responsible for planning and carrying out its criminal policies against the Palestinian people.”

The Human Right NGO Al-Haq @alhaq_org states on x on 28 nov. 2025:

"We condemn the extrajudicial execution of two Palestinians in Jenin by Israeli Occupying Forces on 27 Nov: Al Muntaser Billah Mahmoud Qassem Abdullah (26) & Yousef Ali Yousef Asasa’sa (37). Evidence & footage show they were unarmed, had surrendered & posed no threat. Eyewitnesses say Israeli special forces entered Jenin’s Abu Thahir neighbourhood in vehicles with Palestinian plates, surrounded homes and deployed snipers. The 2 men came out unarmed with hands visible. Soldiers assaulted them, sent them back inside & shot them at close range. This reflects Israel’s widespread and systematic policy of extrajudicial and wilful killings across the occupied Palestinian territory, including during the ongoing #GazaGenocide. We call on the international community to act now, impose sanctions and ensure accountability."

The legal analysis of Al Haq:

1. Law Enforcement Operations

As an occupying power, Israel is bound by international humanitarian law and human rights law and must operate under a law-enforcement paradigm outside active hostilities. The analysis argues that practices such as forcible transfers, arbitrary detention, and ill-treatment constitute persecution, apartheid, and crimes against humanity.

2. Extrajudicial Killings

The killings of Al-Muntasir Abdullah and Youssef Asa'sa are described as arbitrary deprivations of life in violation of the ICCPR and the principles of necessity and proportionality. They are characterised as wilful killings under the Fourth Geneva Convention and as inhumane acts of apartheid under the Rome Statute.

3. Inhuman and Degrading Treatment

The beatings inflicted on the two men amount to inhuman or degrading treatment prohibited by the Convention Against Torture and by international humanitarian law. Such acts are considered grave breaches giving rise to individual criminal responsibility and are framed as acts of apartheid when used to sustain racial domination.

4. Prohibited Use of Human Shields

Using a Palestinian civilian as a human shield violates Article 28 of the Fourth Geneva Convention and Article 51(7) of Additional Protocol I. International law requires that civilians be kept entirely outside hostilities and never exploited to protect or facilitate military operations.

As part of Operation “Five Stones,” the IDF announced plans to demolish 24 buildings in the Jenin refugee camp. The move is deemed a “clear and necessary operational need due to explosives used by terrorist organizations, which endanger Israeli forces operating in the area". The IDF emphasized that the demolition decision was made carefully by the command, with efforts to minimize its scope and after considering alternative measures.
