On September 23, in the evening, dozens of armed settlers raided the village of al-Mughayyir, northeast of Ramallah, West Bank, shoting at civilians in a public park in a southeastern part of the village. One of them, Murad Na’san, 20, was shot in the chest and subsequently died. At least five Palestinian civilians were injured, one of them critically.
Ameen Abu Alia, head of the village council in Al-Mughayyir, said that settlers, under the protection of Israeli forces, attacked a public park in the southeastern part of the village and opened fire on civilians. Five people were wounded, one of them critically in the chest, and he was later pronounced dead.

B'tselem investigation:
According to B’Tselem, three armed settlers from nearby outposts entered the area around the Palestinian village of al-Mughayir and grazed sheep close to homes and a children's playground. Local residents, including 22-year-old Sa’id Na’asan, went to the site after learning of the settlers' presence.
Witnesses state that the young men first shouted at the settlers to leave. One settler departed with the flock, while another—identified by the Israeli military as an off-duty soldier carrying a rifle—remained. After some of the young men threw stones, the armed settler allegedly fired live ammunition. One man was wounded in the thigh. As residents retreated and more villagers arrived, the settler continued shooting, fatally striking Sa’id Na’asan in the chest.
B’Tselem rejects the Israeli military's characterization of the incident as a response to a riot, arguing that the settlers had come from outposts established on village land and were operating near homes and a playground. The organization concludes that the shooter could have left the area and that there was no justification for using lethal force.

I.N. says he went to the playground with Sa’id Na’asan and another friend after learning that settlers were grazing sheep close to the village. He describes seeing two settlers, one carrying a rifle. According to his testimony: "We shouted at the settlers in order to get them to back away, since they were very close to homes in the village." After one settler left with the flock, the armed settler allegedly aimed his rifle at them and opened fire: "He fired two shots at the restroom and one of them went through the wall and hit my other friend in his right thigh."
I.N. says that after he and Sa’id moved into an olive grove, the settler fired directly at them: "Then he turned and pointed the rifle north, towards Sa’id and me, and fired two shots directly at us... The bullets hit him and he fell."

Murad Na’asan recounts that his son left home after villagers reported settlers near the playground. About 15–20 minutes later, gunfire was heard. Describing the moment he learned of his son's death, he said: "We were sitting and eating together just an hour earlier, and suddenly he was gone." He also described an incident during the funeral procession the next day: "When the ambulance carrying the body reached the western entrance to the village, a settler started shooting at the funeral procession." Regarding the broader context, he stated: "I believe the settlers are attacking our village again and again as a strategy to pressure us to leave."
