"Yossi Levi, head of “Netsah Yehuda” organization [Extremists unit which USA imposed sanctions on] in Rafah, publishes a video containing multiple war crimes, such as taking control of civilian facilities and declaring the intention to permanently occupy the areas and displace their residents. The control of civilian facilities is considered a war crime under international humanitarian law, especially if it aims to harm the civilian population or use them for illegitimate military purposes. These laws include the Geneva Conventions and their Additional Protocols. The Fourth Geneva Convention and its Additional Protocol I emphasize the necessity of protecting civilians and civilian facilities at all times, and any direct attacks against civilians or civilian property are considered serious violations of international humanitarian law. For example, Article 51 of Additional Protocol I prohibits indiscriminate attacks affecting civilians, and Article 52 prohibits attacks against civilian property.
